On my Kodi 17.3, there is no Audio Passthrough section.
So, I can't select Enable Passthrough.
Instead, it just has a selection for Enable Audio DSP Processing.

Very frustrating!

Have you selected WASAPI as your Audio Device

Nope, but I'm going to do it right now.
Thanks for the tip,

Okay, I selected WASAPI as my Audio Device, but that did nothing.

Ok.

I don't know anything about your equipment. Can you confirm your hardware and windows audio drivers can support 8 channel. Kodi can only output what the operating system allows.

These are the properties for my Windows Audio Drivers. Confirm you have something similar

I had the Dolby Digital 8 channel feature on Kodi 17.2 and I enabled it.
However, when I updated to Kodi 17.3, I was no longer offered that option.

Maybe what I should do, is purge Kodi from my PC and download a fresh edition of Kodi 17.3.

Also make sure your Kodi settings are in Expert mode.

Impossible as that option was removed long ago, assuming you still mean the DTS-HD option as in first post and not what you've just written.

If you are not even offered the Enable passthrough option then your audio device drivers are telling Kodi that they don't support any audio passthrough formats.

In Windows what does the Support Formats for the audio device show? refer to http://kodi.wiki/view/Windows_audio
