Does anyone know of a plugin that will allow XBMC to fully play mp3PRO files? For more information, see: http://en.wikipedia.org/wiki/Mp3PRO

Plugins are just providing virtual file items. I guess you mean "add-on".
Anyway, even add-ons can't add new codecs or change how the XBMC internal player(s) work.
Btw, wikipedia says "Any mp3 player can play mp3PRO files, but they will ignore the higher frequency data that is stored (This does not affect the encoded bitrate)".
