Issue is that since updating from 18.9 to 19.1 I am having stuttering playback on 1080p content, and cpu sits on 100% throughout video playback.
I'm using Arch x86_64, on old hardware but its been running great for years. Kodi 18.9 played smooth video with very low CPU usage.
CPU is AMD 4850e (old, I know)
GPU is NVidia GT1030, vdpau installed along with proprietary driver.

kernel versions: 5.12.11 and 5.10.44-lts
Kodi version is default Arch compiled package, kodi-x11 19.1-1 and kodi-common 19.1-1
I even deleted the entire database, reimported all media, deleted $HOME/.kodi folder and reinstalled kodi, but sme issue remain.
I can play the same video with VLC and MPV and it correctly uses hardware acceleration, cpu usage remains about 5-10% throughout. However there is no hardware acceleration options in Kodi GUI for me.

command reports that everything appears normal but can post to a pastebin if needed.
