If it is still true that the Official Ubuntu Kodi PPA is unmaintained that should be reflected in the Kodi Wiki:

Maybe a note could be implemented to point users to use Flatpack or self compiled Kodi Versions if they want newer versions than that ones in the Ubuntu Repo's.
