You are right , it can be done with additional tools for each OS. Myself I use Windows-xbmc + EventGhost and have a working setup with that.
The point of this patch is to do it for any OS, in the same way, including the new targets RPi and Android and it would also find its way to OpenElec if it gets added to main branch.
Furthermore this solution will only ever wake server when you really need it (and let it suspend again when you dont need it anymore)
