I'm struggling to think of a reason why live TV would be out of sync compared to a recording of the same file.
Any information (from everyone) will be helpful:
If you put in the 200/300ms audio adjustment, and apply it to all files is live TV always in sync?
Do recordings of the same programs require the same offset?
Do other ts files have the same offset?
Do other non-ts files have the same offset?
Has this ever worked better in a previous build on the Pi?
