Yes, this does not use the WMC in any way - it is just the default layout for the RC6 remotes (Windows Media Center remotes) that most people use, and with which the Harmony is compatible.
KODI works with this profile out of the box, so that is the easiest way to go about it. (There is an addon to enable more functionality for that, named MCE remote - install, run KODI as admin once,
let it set it's profile, be done..there are tutorials out there about that)
