Looks like I manage to remove the tearing with this for the wiki:
But still not really full screen when you use "fullscreen" as an option from the video provider.
It will be an line on the bottom that will show Kodi in the background.

from a terminal/shell prompt:
sudo nano /usr/share/X11/xorg.conf.d/20-intel.conf
copy/paste the following:
Section "Device"
Identifier "Intel Graphics"
Driver "intel"
Option "TearFree" "true"
EndSection
then save, exit, and reboot.
