I think he is still a team member, but has resigned from working on Android code for the official Kodi version. As in, resigned from having to argue to get Android code added. It's not an enjoyable project if you have to fight for every new addition.
I would guess that means there are two possible futures:
Someone else will act as a proxy and try to get Koying's future work in the official Kodi code branch, and that person will deal with any arguments that come up.
or
The process within Team Kodi changes, and clear boundaries are formed about who can block what, and for what reasons.
