Same issue for me since update 3.0.
Sometimes it works after many reboot, but if I switch off the shield, the issue come back.
But I'm not sure the issue is only from Kodi because sometimes I put the shield on 4K60Hz, when I open Kodi, my TV is always on 4K, I start a movie or serie, and when I go back to menu of the shield, 1080p60Hz is selected

there is a setting in the developer menu: choose max. resolution or choose max. framrate. If your TV supports 4k/30 i can imagine why the shield falls back to 1080p/60. You should play with these settings.

Problem is autoframerate. For me the signal is 1080p60 on movies playback. It should be 1080p23.976.

I activated debug mode, and when I'm on 4K50Hz output with SATV, series are well played on 25Hz.
With 1080p 60Hz output, series are played with variable bitrate between 16 to 22 Hz , and more my controller doesn't work after launch the movie (only with 1080p60Hz selected output on the SATV)
Is it possible an issue between my SATV and my Sony TV 4K ?
