As a test, can you go to the Input Stream settings, click on Configure, in the "URL Support" tab can you delete the contents of the first URL (which should be http://localhost), click OK, restart Kodi, then try your Quasar addon again and upload a new debug log.
I'll test it, but please tell me where to find the Input Stream settings. I'm silly and I can't find them. Sorry.
