As a test, can you go to the Input Stream settings, click on Configure, in the "URL Support" tab can you delete the contents of the first URL (which should be http://localhost), click OK, restart Kodi, then try your Quasar addon again and upload a new debug log.
Took me a while to find the InputStream settings (thanks @nexusle), but now, after deleting the URL, Quasar works.
