You have a poor HDMI cable(s) if blackouts are occurring, they simply are not up to UHD HDMI 2.0a standards for 18Gbps data transfer.
For 4K HDR you really need to be using "Premium Certified" HDMI cables, like the reasonably priced Monoprice ones.

Your TV could also be causing issues with HDCP. But it is definitely a HDMI issue when you see blackouts like that.

Suggestion:
In Android Settings > Display > More Settings > select any of the 4:2:0 colorspace options. Better still a 1080p only one.
Next tip. Make sure your TV is turned on before booting the U9.

No Turbo or overclocking available on any other AMLogic device but the ODROID C2.
