according to your log, it is missing on your end.
to fix:
- settings > system > addons > manage dependencies
- select 'Kodi65 Library'
- in the infodialog of Kodi65, select 'dependencies'
- in the dependencies dialog, select 'youtube-dl control'
- hit 'install'
