The screenshot on your link looks like a video stutter test ie vertical lines scrolling horizontally?  I would have expected to see the video file you were testing at the time on screen?

Not sure what you mean?  That was the video file that I downloaded from the "https://kodi.wiki/view/Samples", and was playing with Kodi.

Ah ok.  I thought you might have tested against an actual film / tv clip etc.  So you've tested all of the files under the '3 Codecs, Framerates and Subtitles' on the Kodi Wiki then and you're tv reports the same framerate output as each file - 23.976, 24.000, 25.000, 29.970, 50.000, 59.940, 60.000?

My TV did not show 23.976, ect. only whole numbers like 24 fps.  So, I can't confirm that it does or does NOT use the fractional frame rates.
