My 1.6ghz Atom with ION graphics can decode 1080p flawlessly, which is slower than the Mini with the same speed processor.
Also my 1.0ghz Pentium-M box (an Apple TV) can decode 1080p flawlessly with a CrystalHD card.
I've seen people mention the use of PCI bus VDPAU capable cards on minimally spec'd processors with no fuss (early P4s and Athlons). My Atom has processor use in the 10-20% range when playing full 1080p blu-ray rips across wireless with DTS audio.
