Well, pretty much any system older than an Xbox 360, Wii, or PS3 looks like crap...

Have you considered a good quality upscaler? Some upscalers are relatively inexpensive and perform admirably. You might find that a decent upscaler would let you get a lot out of older systems without sacrificing quality on newer media. Some of the systems look horrible simply because the bitrate was terribly low.
An even bigger difference is screen size. A picture can look pristine on a 25 inch display and look horrible on a 48 inch display. This has more impact than anything. An (good) upscaler will interpolate the source pixels to get the best fit. Without something like that, you are just producing larger blocks of low resolution graphics from the source.
