Edit: It may be caused by your OS - do you have this character encoding enabled? I know that Linux has a lot of problems with handling Umlauts (which are by the way not "non-ascii-characters" it is only not a standard-ascii character, it is however in the extended table). Can the characters be displayed when you do a listing of the directory? The signs you are using "�" indicates encoding problems, set your encoding sheme to utf-8 and change the files accordingly (the command should be something like "encoding system utf8", more on man encoding)
Ubuntu uses UTF-8 by default, so not really sure what's going on.
