It depends what you're doing with it really. If it's just HTPC then faster RAM is probably not that good an idea (neither is CL7 vs CL9) but if you're into gaming (or just want to future-proof) then go for as fast RAM as you can afford.
Also if you wanted to run XBMC off a RAMdisk instead of SSD, then as much RAM as possible is obviously a better idea. Especially as 16GB RAM is about the same price as a 64GB SSD. You wouldn't get the rapid boot times, but moving around it would be incredibly quick.
