Okay I'm back to thinking it's a power supply issue.
The advanced deinterlace is a pretty hefty amount of processing and will put a strain on the power supply.
If the USB dongle is using the same supply and the power supply you are using is dropping, it may cause corrupt data to be received from USB dongle.
Can you connect the USB dongle to a powered USB hub?
Do you have another power supply for the Pi you can try?
