No. The GPU is unchanged (apart from clock frequency) and that determines that audio passthrough capability.

no it doesn't. The pi3 is the same as the pi2 just with faster clock rates, a 64bit cpu and built in wifi/bluetooth. The GPU (video core IV) is the same as all the rest of the Pi's. It will decode HDAudio to lossless PCM (same as PS4); PCM is a perfect bit match to pass through HD. You just won't see the HD Audio light turn on in your receiver.
