I've just tested this with v19 by renaming a file and it worked first time. It did not however make any difference to what Kodi displayed in it's GUI but then I haven't turned off tag reading etc etc. I'm really not sure why you would want to do that since the entire music library is based around reading those tags. Are you sure that Kodi has write permissions for wherever those files are stored ?
