Configure will not find boost headers

I have installed every boost package I can find, but when I run configure I get this every time:

Code:
checking boost/shared_ptr.hpp usability... no
checking boost/shared_ptr.hpp presence... no
checking for boost/shared_ptr.hpp... no
configure: error: Could not find a required library. Please see the README for your platform.

Trying to compile r21866 on Ubuntu 8.10.
