I got 1080p 23.976Hz output to my 4K TV by setting the SHIELD to 1080p 60Hz and restarting. Before the restart, the Kodi auto refresh rate switching would be between 1080p60 and 2160p23.976, but after the restart it was correctly switching to 1080p23.976.
I know. It works for me like this too. It will unfortunately also default to output in rgb instead of ycbcr, after the refresh rate switch.
