to add more to ati dxva issues

some might already been mentioned

1) green screen on certain files (fixed on nvidia cards, same fix breaks ati playback all together)
2) xbmc freezes at the end of video playback (doesn't happen on nvidia)
3) sometimes i get BSOD, when DXVA is anbled on ati

New ATI Catalyst drivers 10.4 Preview version.

Higher 2d clockspeed (157 MHz core to 400 MHz) should solve video playback problems.

Does that release not sort some issues for games??
Or is there more fixes in it??
