Can you check if this Kodi build (https://mirrors.kodi.tv/test-builds/wind...ad-x64.exe) solves your issue? It's matrix with this patch (https://github.com/xbmc/xbmc/pull/20362) on top.

No your issue is likely due to outdated cacerts. I think one of the CA certs of letsencrypt has expired recently. See https://letsencrypt.org/docs/dst-root-ca...mber-2021/
