Has anything been looked into regarding this issue at all? A log was provided here by someone but there seems to have been no follow up. Currently still using 18.9 because of this issue.

HDR is amazing and 1080 is fantastic.
The problem is with DV. It is starting smoothly and trigger DV icon and suddenly starting to stutter and give a fixed screen with subtitle running for a seconds . This happed with me alot only with DV Mp4 contents.
The problem is from Kodi itself, why?
DV is running with out any problem with native Netflix app. Also running with out any problems with Plex player.
Any one with the same issue?
Shield pro 2019 and Kodi 19. LG CX screen.

Well Plex has other issues. Doesn't support Dolby Vision properly and transcodes for no reason.
I reverted to Kodi 18.9 (+PlexConnect) and it is much better. No more issue, and as far as I can see there is no major difference or feature missing.
So probably worth waiting a few more releases that 19.x becomes stable and all the bugs / issues with the passthrough / frame skipping are fixed.

Yes problem is, the frame skipping issue has been there for months but there is no github issue raised anymore. This thread is the only voice about the issue and as far as I can tell no one is actively looking into how to fix it as there's been little comment from mods or devs here? So at this rate we'll be on 18.9 for quite some time.

I went back to 18.9, and everything works perfectly... HDR, Dolby Vision, 4K, Atmos, DTS-X etc...
Not sure I will ever upgrade to 19.1, I don't see any benefits at the moments apart from getting new bugs..
