Mouse wheel support in 15.2

I am using RPi3 on rapsbian Jessie and cannot use mousewheel in Kodi 15.2, without it it is very frustrating to open certain menus.
WIth OSMC Feb 03 2016 mouse wheel works fine, but i need it to work on raspbian. are there any solutions to this problem?

Mouse wheel support for non-X11 systems was only added in Jarvis/16.0, so you'll need to upgrade to 16.x to get a working mouse wheel.

OSMC Feb 03 2016 is likely a Jarvis-based build.
