Are you sure that your Roku is receiving 720p@60fps on the 3500kbps setting and not just upscaling everything to 60fps before outputting to your TV?

that's a good question, i have no idea. all i know it's definitely displaying at 60fps when i have the bitrate locked to 3500...

Is that frame rate being reported by the TV or by the Roku? One way to test that might be to select a lower bit rate on the Roku and see if it still says that you are getting 60fps - for instance set it to 450kbps and if it still says that you're getting 60fps then the Roku must be inserting frames. I could be mistaken, but AFAIK the only combinations of resolution and frame rate that MLBTV is streaming are 224/30p, 288/30p, 360/30p, 504/30p, 540/30p, 720/30p, and 720/60p. If you are seeing a combination of resolution and frame rate that is not on that list then something must be re-sampling the incoming stream.

to be honest i haven't even checked to see what the reported frame rate is...i can just tell it's 60fps. it looks identical to my directv feed.
i spent years watching it at 30fps, where it was obviously more jittery than the satellite feed. i know this is smoother than that...i'll check it next time i'm upstairs, though.

Even 30fps should not have obvious stuttering or flickering. How does the 5000kbps feed look you in Kodi compared to DirectTV?
btw, in kodi you can see all the tech specs of the feed by pressing O on the keyboard.
