I recently switched to Openelec from Win7 with KODI, and changed a few pieces of hardware so can't say for certain if hardware or software causing the issues.
Basically, from the main screen of KODI I have a high pitched hiss. I still have it if streaming (most of the time). If I play a video file, it goes away, even if I click pause, the sound is gone.
OpenElec/Kodi is running off a 32GB SSD drive, which is new (use to be a 250GB HDD) and I also swapped out the GTX650TI card for a fanless GeForce (forgot the model). Also replaced the CPU fan for something quieter. Wanted a quiet HTPC, but after switching to a new case, it was pretty loud. Sound carried a lot more.
So, not sure if the software making the hiss? I don't think the GPU/HDMI else why would I get hiss from streaming not from stored files?
I do have 2x3TB HDDs with TV/Movies on them, and it's when I play from there that I no longer have the hiss.
Could the sound be from the cheap SSD drive? fans? software?

Unplug one by one? :-) and carefully stop one of the fans while running or before starting?
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Not sure that will tell me much since the main culprits I can't unplug.
CPU fan I can't else kill the CPU, SSD I can't because it's the primary, and GPU I can't because will do some hard pulling that out while system is running.

You won't kill the cpu if you do that for 3 seconds. Same for powersupply.
In fact nobody knows where the noise is coming from your system if you don't check these things out yourself.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Have you tried disabling "Send low volume noise" in audio settings (settings level must be set to advanced, it's normally hidden)?
On an older LG TV having this setting on causes rather annoying noise (the TV probably doesn't turn off the builtin amp because of it).

That feature was designed to forcefully keep avrs enabled. You can change the nosie to silence while keeping it enabled.

Make sure "keep audio device alive" isn't set to "never". Otherwise kodi will open+close the audio device on each "click". The default of 1 minute usually is fine but you can also try "forever".
If you still get missing clicks and pops you either have to see if there are some audio power saving settings in your amp/tv/speaker system or enable "send low volume noise" again.

There is a simple setting changing noise to zeros, just under the keep alive setting. The noise method is the same as in v16... zero changed.
