Predicting the future is hard.
We (at raspberry pi) are aiming that for the final Kodi 19 release we will have fully featured support for kodi
using gbm with ffmpeg/v4l2 hardware decode. 4K HEVC decode and HDR should be a part of this.
This is quite a big rework, so a lot of testing will be needed and nightly builds will be available for some months prior to release.
At the moment Milhouse is able to produce nightly builds for Pi4, but they lack hardware decode, so will be rather less functional
that the LibreELEC 9.2 RPi4 build and probably not usable as a media player.
Once we get to a point where hw decode is ready for testing I suspect you'll start seeing Milhouse builds for Pi4.
It's hard to predict when that will be ready. (The v4l2 guy is also the fkms guy and he has quite a list of jobs ahead).
