The back-up function is via Skin Helper Back-up. There's always been some issues with it -- I've been meaning to write my own for a while now but just haven't got around to it, so I've always just kept it in for those who it works for.
If you wanted to backup manually, the folders to save a copy of are:
/kodi/userdata/addon_data/skin.arctic.horizon/
/kodi/userdata/addon_data/script.skinshortcuts/
/kodi/userdata/addon_data/script.skinvariables/
/kodi/userdata/addon_data/plugin.video.themoviedb.helper/
That will give you enough to restore the skin setup.
In order, those are:
(1) skin setup data
(2) menu and widget setup data
(3) viewtype setup data
(4) tmdbhelper settings
Keep in mind that if you use profiles, there will also be addon_data folders inside the profiles directory for your profile.
