The title pretty much says it. the seconds keep running but the video freezes. I've tried the "clear cache" thing seen on most troubleshooting pages many times. I can't watch anything. Any tips or help is greatly appreciated, thanks.

Sorry, I couldn't find how to edit my post. I ran the debugger log and realized that Windows Defender was causing problems. It was causing 100% use. I disabled it and logging showed normal usage. it didn't fix anything though. video still freezes after 8-10 seconds. Sorry for the double post and thanks for reading.

Then you must have read on most troubleshooting pages that the next step for support is to provide a debug log.
