300 dpi is more than enough IMO. Vectors is good, and for t-shirts, you want as few colours as possible.
The place I got the t-shirts done up just needed the artwork printed out onto plain photocopy paper and the screens for printing are made via a photocopy process - most interesting, and they came out really nice.
The online places can take most image types - no idea what the quality of the resulting merchandise is. If you find one that makes good quality stuff for a reasonable price, give us a bell.
