Does XBMCbuntu have PVR functuality built in or is there a PVR version yet?

Yes it does. It even has a copy of tvheadend installed and ready to go on first boot.

Downloaded beta3 and set up a USB drive but there is no TV option in the settings or any PVR clients I can see

Download and run the setup script on your htpc. Make sure to disable the main xbmc repo in synaptic.
