Hi, I know that this is way way off topic, but I trust you guys and know that there are some very serious hardware guys out there. I need a spec for a good 'development' server running Red Hat Linux. I will support say 4 developers.

It really depends on what they're going to be doing. That drives the memory, cpu, and disk decision. Take a look at HP, IBM, Dell, Supermicro, etc.
If you're doing business tasks (IE employees use it) the prepackaged servers are a very good way to go. They're reliable, fast, and you can get fast response maintenance. When you start to cost it out over 3 to 5 years they're actually quite cheap.
