[RELEASE] Texture Cache Maintenance utility

i verified that all instances were using the same build version and DB version #s.

the urls reported were identical as reported by texturecache.

exec'ing a

"texturecache.py C sets"

apparently fixed all 4 clients.

I'm completely confused as to why that works, but completely deleting the clients' Thumbnails/ folder didn't.

Anyway, now changes made in the master are seen in the clients.

Thanks. Don't know what I'd have done without this tool.
