This (Kodi only loading when analog video is configured for the default, NTSC, and failing to finish loading when the RPi is set to PAL) is happening to me as well, even with Kodi19.0-alpha distributed as LibreELEC-nightly, on a RPi3.
LibreELEC 9.0.2 (Kodi 18.2) worked, IIRC, but the issue there was not storing the "video calibration" (overscan) settings. Then I tried 9.1.501 (Kodi 18.4) and this PAL issue appeared. Then I tried a nightly (Kodi 19 alpha), and it's still there. At least, AFAICT, now it saves the video calibration, it's just a shame that the TV is off-system and text is very blurry...

(348205) suggests trying Raspbian, but I don't have a spare SD card (and the system is not with me at the moment). I can attach a kodi.log exported from LibreELEC (or a LibreELEC-created zip with that log and other logs which may or may not be relevant, like system.log).
