Linux VAAPI: Nuc, Chromebox, HSW, IVB, Baytrail with Ubuntu 14.04
Here's a short clip of interlaced format changes, there are two at 10secs and 17secs which produce the screen flash. Pressing 'o' on kb you can see the W(fps:num) switching between 25 an 50.

Using vaapi but either disabling deiniterlacing or forcing it on does not produce the screen flash, just to confirm it is the format changes causing it.

Switching off vaapi to use software decoding does not produce the screen flash.

ffprobe -show_frames hollyoaks40secs.ts 2>/dev/null | grep video -A 19 | grep interlac | uniq -c
235 interlaced_frame=0
178 interlaced_frame=1
569 interlaced_frame=0
