High CPU usage on mpeg-2 streams

I'm using XBMC to watch live TV streams from HD Homerun Prime over DLNA. MPEG-2 should be hardware-accelerated with DXVA2, and the stream overlay thing shows that DXVA2 is being used. However, CPU is still hovering around 75% and occasionally jumps to 95%, which causes an occasional video stutter. I'm running AMD E-350 with Radeon HD 6310. Is the machine just not powerful enough to play 1080 MPEG-2 content or is hardware acceleration not fully kicking in? What kind of CPU usage should I expect to see if the stream is being hardware-decoded?
I have DXVA2 enabled in the settings and Scaling Method is set to DXVA in playback, with automatic deinterlacing enabled.
