The dependency may be made optional by setting the optional attribute to true. This will only install the dependency when the add-on actually needs it. Even if this dependency is missing, the add-on can still be installed.
Do you want me to do a clean install of v13.1 and install PseudoTV Live from scratch and show you the log? Not being sarcastic, I will do it if that helps to identify an issue. But yes, I am 100% sure that my log was saying "dependencies not met" and "ustvnow" in the same line (don't remember the exact wordage).
I've installed PseudoTV from zip (from the first posts). Couldn't find any repo with it. Version 0.4.5 according to addon.xml in the zip
Not needed... I was using xbmc's development wiki for reference, could be outdated?
The weird part is that it only cares about "ustvnow".

Once "ustvnow" is installed, PseudoTV installs too. It's not asking for other optional plugins. Makes me think the issue is not in addon.xml, but being triggered from something else (I am talking out of my behind, as I know nothing about plugin development)
