Is anyone else getting a strange bug where sometimes you have play controls for OTA PVR channels?

When it happens I can't change channels, access the guide, or even exit PTVL.

I've had the same issues sometimes with regular channels, using helix, I've been running Gotham on an external hard drive the past couple days and no issues at all so I don't know if that's a helix issue, I'm running Windows 8.1

I thought I remember Luna saying something about this and the need to change something in one of the settings file, but I can't find it.
