I've had mixed results with ISO formating... Don't know why... UTF-8 seems to work well within XBMC...

The reason you might not be seeing changes between formating is because there is a 24hr cache on reading xmltv data...
Users can't purge the data... so you need to delete the cache files located in the xbmc install folder.
I'll continue to use UTF-8 then. I had no idea the bug thread existed. I'll start using it from now on. My apologies for not seeing that and spamming the main thread!
I'll give this a test when I get home and will post results/logs to the BUG thread thanks Luna for the advice.
P.S., you do mean "Kodi", not "xbmc", right? (joking)
