Limited overclock may be down to the specific processor. It is often down to the power supply.
More overclock=>more power required=>more voltage drop from a poor supply.

It may be worth measuring the voltage when overclocked and under load (e.g. scrolling though views):

or just try any other power supplies (and power supply cables) you have around.

I'll try another power supply I have laying around.
