Strange, I need to use this setting too as without it, my SQL library has not connected when Openelec/xbmc boots up, so I set a 5 sec wait for network and had this running on 16519 and now 16559 and no problems at all. It pauses for 5 seconds or less at the Openelec splash and then continues to boot and works flawlessly.
