Forcing the hdmi mode will make refresh rate switching impossible. Why are you forcing the mode?
Try removing those lines and just using "hdmi_drive=2"

Be aware that most content is 24fps, so you will only get limited benefit from refresh rate switching when 24Hz is not supported.
