Pretty much skin dependent, and stock Confluence is about the best there is. Any other skin (including Amber) will layer on more addons and widgets which will keep the CPU busy even while "idle".

A better power supply is the usual option. Bumping your ARM and SDRAM voltages should help with stability if you haven't tried already.
