Yes, the idea is to have the newclock3 patches accepted into XBMC master which then feeds into OpenELEC master (and Raspbmc, XBian etc.) In fact all platforms and architectures stand to benefit from many of the newclock3 patches once they land upstream, even x86 and Android.
