I did some quick searching and found a full list of suggested BIOS changes in order to get openElec working on the NUC. You mentioned doing some of these (relating to boot options) but you didnt mention setting the other items such as enabling USB legacy under Perihperals->USB and setting the IGD minimum memory etc. So if you havent made all of the BIOS changes mentioned, perhaps you can try that?
