On my 1GHz Pi, it takes XBMC about 2 minutes to settle down to 20% load - during the first two minutes the Pi is maxed out by addons starting up.
Or are you saying it stays at 60-80% load several minutes after starting, with no obvious activity, and with just the main menu selected? Make sure you don't have any scrolling text on screen, as that will send the CPU load through the roof. It could be a rogue addon, try starting with a fresh .xbmc, then add your addons one by one until you identify which is causing the high load.
